CROP LOANS TO 5,75,317 UNDER ‘SAGU RYTHU RAKSHANA HASTHAM’

Hyderabad, July 18 (NSS): The Chief Minister, Mr N Kiran Kumar Reddy, today asked Banks in
the State to provide crop loans to the 5,75,317 "Sagu rythus" (Licensed cultivators) who were given
the Loan Eligibility Cards (LECs) under the Sagu Rythu Rakshana Hastham" immediately. The
Chief Minister launched the "Sagu Rythu Rakshana Hastham" scheme to help the Sagu Rythus in the
State to get bank loans, crop insurance, input subsidies and all other benefits extended to the farmers
immediately. He asked the officials and bankers to see that all the Sagu rythus get the banks loans in
this cropping season itself.
The Chief Minister also directed that over 1.5 lakh Sagu Rythus of Telangana districts will be
issued the Loan Eligibility Cards (LECs) from July 20. He also directed the banks to provide other
loans to the extent of up to Rs 50,000.00 to the Sagu Rythus who could not get crop loans at pavala
vaddi by forming the Joint Liability Groups with the condition of prompt repayment. The Sagu Rythus
are given bank loans without any land mortgage. The IKP and Agriculture Department will coordinate
and facilitate bank loans to the Sagu Rythus without any hurdles. The officials explained that the LECs
are fool-proof and are printed in the Central Security Press with many safety devices.
The Chief Minister said that crop insurance and bank loan time should be extended up to
August 31st for this season and asked the officials to discuss with the officials concerned in this regard.
The Chief Minister today held a detailed review meeting on the issue of LECs to Sagu Rythus and
providing bank loans to them.
The Chief Minister said the Government promulgated 'Sagu Rythus Rakshana Hastham'
ordinance on June 8, to facilitate the issue of loan and other benefits eligibility card to the Sagu Rythus,
enabling them to access credit from the public financial institutions and to claim benefits of input
subsidy, crop insurance, compensation for damage to crop and so on.
The enquiries under the Ordinance were conducted in Grama Sabhas in tall 28,241 Revenue
Villages in the State by July 10.
Total applications received is 7,46,665 out of which 5,75,317 applicants were found eligible and
1,56,902 are ineligible. 14,446 applications are still pending for enquiry. The Chief Minister
inaugurated the distribution of Loan Eligibility Cards (LECs) to 66,791 Sagu Rythus in Rajahmundry
of East Godavari District on July 10. The District In-charge Ministers and District Ministers have taken
up distribution of LECs at the Revenue Division Head Quarters in the remaining 21 Districts with the
participation of all Public Representatives and Allied Departments. Against 5,75,317 Sagu Rythus
found eligible, LECs are issued to 3,02,745 covering an extent of 5,25,028.59 acres.
The Chief Minister said that the objective of the Ordinance will only be achieved if Banks come
forward in a big way to provide crop loans to the LEC holders. Consequent to issue of the Ordinance,
the Steering Committee of SLBC held a meeting and resolved to provide crop loans to the LEC holders

under the Ordinance and the Minutes of the SLBC Meeting was communicated to all Controlling
Officers and Lead District Officers by July 8, who in turn issued instructions and guidelines to their
Bank branches.
All the District Collectors have conducted two rounds of Special DCC Meetings before July 8
and after July 12 to tie up with the participating Banks for providing crop loans to the LEC holders.
The Chief Minister directed that the CEO, SERP and Commissioner of Agriculture should submit
weekly progress report on the sanction of crop loans and input subsidy to the LEC holders for every
week ending.
In all the Districts, the District Collectors were instructed to hand over the copies of the village-
wise lists of LEC holders to the Branch Manager of Service Area Branch, the DCCB and the Mandal
Agricultural Officer for taking up sanction of crop loans and for releasing input subsidy immediately.
The Deputy Chief Minister and Agriculture Minister, Mr C. Damodar Rajanarasimha, the
Revenune Minister, Mr N Raghuveera Reddy, the Chief Secretary, Mr S V Prasad, the CCLA and
Special Chief Secretary, Mr Pankaj Dwivedi, the Secretary, Agriculture, Mr Sunil Sharma, the
Commissioner, Agriculture, Ms Usha Rani, the CEO, SERP, Mr Rajasekhar, the Additional Secretary
to CM, Mr Sreedhar, CGM, NABARD, Mr Mohaniah, representatives from Banks and other officials
